Dear colleagues!
The Foreign Policy Research Institute, with the support of the General Directorate for the Servicing of Foreign Missions, invites you to participate in a roundtable discussion for foreign diplomatic missions, leading Ukrainian media, and the expert community on the topic: "The Donald Trump NATO Summit: what does it mean for European security?" which will take place on July 07, 2025, from 11:00 to 13:10, at the Media Center of the General Directorate for the Servicing of Foreign Missions, located at 6a Pyrohova Street, Kyiv.
During the roundtable, the following conceptual issues will be discussed:
- From euphoria to reality: what does Ukraine ultimately gain from the decisions of the NATO summit in The Hague?
- 0.25% of 5% of NATO countries' GDP by 2035 for Ukraine’s defence instead of membership in the Alliance: is this an equivalent exchange?
- Is it feasible to maintain NATO without the United States, when the lion's share of the costs falls on Europeans?
- Article 5 of the Washington Treaty: alive or dead in a situation where the strategy of deterrence is not working.
- The evolution of NATO's position on Ukraine: from the principle that ‘war with Russia must not go beyond Ukraine's borders’ to strategic uncertainty, when ‘Russia is not an aggressor, but only a long-term threat.’
- The NATO summit in The Hague leaves Ukraine in a buffer zone outside the defence of Europe's eastern flank.
- NATO as a challenge to the formation of a new defence alliance in Europe.
- Who is capable of defending Europe without NATO or beyond its borders?
- Ukraine must play a decisive role in building a new security architecture in Europe.
Participants will include:
- Volodymyr OGRIZKO, Minister of Foreign Affairs of Ukraine from December 2007 to March 2009. Ambassador Extraordinary and Plenipotentiary of Ukraine;
- Volodymyr HAVRILOV, Deputy Minister of Defence of Ukraine in 2022-2023, Defence Attaché of Ukraine to the United States in 2015 - 2018, Major General in reserve;
- Oleksandr KHARA, Director of the Centre for Defence Strategies.
- Valentin BADRAK, Director of the Centre for Army, Conversion and Disarmament;
- Mykola SUNGUROVSKY, Director of Military Programmes at the Razumkov Centre.
Working language: Ukrainian, with simultaneous interpretation into English provided.
