Dear colleagues!
The Institute for Foreign Policy Studies, with the assistance of the General Directorate for Foreign Missions, invites you to participate in a round table for foreign diplomatic missions, leading Ukrainian media, and experts on the topic: “Security guarantees for Ukraine in the context of the formation of a new world order”, which will take place on September 23, 2025, from 11:00 a.m. to 1:10 p.m., at the Media Center of the General Directorate for Servicing Foreign Missions at 6 Pirohov Street.
The following conceptual issues will be discussed during the round table.
1. Is it impossible for Ukraine to achieve victory when the Russian-Ukrainian war is taking on the characteristics of World War III?
2. Change in the meaning of victory: not “liberation of territories” but “survival of the country” (for us, survival is victory. V. Zelensky).
3. Victory is achievable through diplomatic means of “freezing the conflict” (Minsk-3?).
4. Should Ukraine agree to the international security architecture that will emerge as a result of World War III?
5. Is the only way for Ukraine to survive to be provided with international security guarantees?
6. What do “security guarantees” mean: the 2nd Budapest Memorandum, Article 5 of NATO, or the Korean scenario?
7. What is the basis for the implementation of guarantees: “peacemaking,” “symbolic mission,” deterrence, or “defense”?
8. What is Europe capable of when its guarantees effectively mean the division of Ukraine? The result of the division of Ukraine will be a Russian zone, a demilitarized zone, and a western zone. The Russian zone already exists (V. Orban).
9. Are there real conditions for ending the war, and which of them can Ukraine agree to without capitulating?
